Blockchain Layer 1 Make in Vietnam

Vietnam has taken a major leap toward technological self-reliance with the official launch of its first Blockchain Layer 1 Make in Vietnam platform, developed by 1Matrix Corporation. As a member of the One Mount Group–Techcombank–Masterise–Techcom Securities ecosystem and an active member of the Vietnam Blockchain Association, 1Matrix is now positioning Vietnam as a serious contender in the global blockchain landscape.

The Layer 1 blockchain network, fully conceptualized and developed by Vietnamese engineers, is envisioned as a cornerstone for national digital infrastructure—offering decentralized, secure, and scalable solutions for public data, e-government services, digital finance, and distributed ledger applications (DLT).

A Vision for Sovereignty in the Digital Age

At the launch event, Mr. Phan Duc Trung, Chairman of the Vietnam Blockchain Association and Chairman of 1Matrix, emphasized the significance of self-developed core technologies. “Owning and mastering blockchain Layer 1 technology allows Vietnam to proactively build a digital economy, assert its data sovereignty, and elevate its international standing in emerging technologies,” he stated.

Unlike existing solutions that rely on foreign platforms or open-source forks, the Blockchain Layer 1 Make in Vietnam initiative is built from the ground up, specifically tailored to Vietnam’s regulatory, cultural, and technological landscape. It marks a paradigm shift: from a country that adopts blockchain to one that builds foundational blockchain infrastructure for both domestic and international use.

Empowering Talent: VietChain Talents 2025 Hackathon

To complement the infrastructure launch, 1Matrix also introduced a major nationwide competition—VietChain Talents 2025, a hackathon aimed at discovering and nurturing high-quality blockchain talent in Vietnam. Backed by a prize pool of VND 3.5 billion (~$140,000 USD), the competition is a strategic move to build a sustainable ecosystem around the newly launched blockchain.

The hackathon invites participants to compete across four categories:

  • Blockchain Layer 1 (First prize: VND 1 billion)
  • Centralized and Decentralized Exchanges (CEX/DEX)
  • Blockchain-based Traceability Solutions
  • Blockchain Bridges

Each of the latter three categories offers a first prize of VND 500 million. Additionally, universities whose teams win first prize will receive VND 200 million in support for further development and research.

Backed by Vietnam’s Top Institutions

The event and competition are technically sponsored by the Government Cipher Committee (Ban Cơ yếu Chính phủ) and the Vietnam Blockchain Association. Over 50 organizations, including state agencies, tech enterprises, universities, and media outlets, have voiced their support, reflecting a multi-sectoral consensus on the strategic importance of blockchain development in Vietnam.

The hackathon is open from May 6, 2025, and will close submissions on June 20, 2025. Participants will be evaluated by a panel of prominent experts from academia, government, and the private sector, ensuring a high standard of fairness and technical rigor.
